Implementation of the economic and social database

Reading the implementing decree no. 2013-1305 of December 27, 2013, relating to the economic and social database (BDES or more simply BDU for unique database), one would swear it was written by an IT specialist! The provisions it sets out:

And what information! It is nothing less than all the past, present, and future economic and social indicators of a company…

There are two factors that give an extremely favorable context to the realization of this decree. The economic and social database will certainly bring real added value to its users, and the current technical context, from an IT point of view, offers an ideal framework for its implementation.

The obligation to make available the elements of analysis or explanation mentioned in the decree indicates that raw numerical data will not be sufficient. Resorting to a set of documents is therefore natural, at least initially.

The first solution that emerges is the more or less hasty adaptation of an EDM (electronic document management system). This solution will quickly find its limits. There are other functionalities to satisfy than those offered by these systems, for example, managing deadlines that run from the communication of information.

The technical solution for implementing the unique database justifies the development of an ad hoc tool, simple and useful.

However, the needs will be common to all companies. These developments can thus be pooled; which will allow significantly reducing implementation costs.
